Could a lion, snowflake ell, and a grouper or a harlequin tusk get a long well

depends on what size tank u ahve and what species of lionfish. I would have to say yes and advise u to get the tusk instead of the grouper

Ger a tusk larger then the lion. Make sure the eel is small and that the tusk wont be food.

actually now that i think about it make sure that u see the eel in the store and ask if it's aggressive or not. ive heard of them eating volitan lions before and they get pretty big.

These fish can coexist if similar size and in a large enough tank. If you drop the grouper you could have them in a 75 gallon. If it was a 55 gallon, as stated by your profile, I would say no, based on the fact that tusks like to swim a lot and the both him and the lion will out grow the tank.
