what is the rule of thumb for fish inches to gallons in salt i know its about 1 to 1 in fresh is it the same?

"1 to 5" is debatable. You must remember what the size of the fish will be once it has fully matured. Take for example a sweetlips, it's the size of a clown fish as a juvinile and when it becomes an adult it could be 20 inches long. Even then a 20 inch fish in a 100gallon tank would be very uncomfortabl for the fish. But 20 1 inch Green Chromis would love it. It really depends on the fish and your tank.
