As long as ammonia and nitrites are at 0 (zero) and your nitrates are low then you can wait if you like. I prefer to do a water change after a cycle and then wait a couple of weeks before adding fish. Up to you if you see a need, do it, if not then you can wait. Keep and eye on your levels.
