Questions about Quarantine Tanks (& hypo-salinity)

So I set up a new sump & am going to use my old one as a quarantine tank. I have a few (many!) questions regarding them.
- How often do I need to do water changes on the tank? What do I need to test for? I am assuming nitrites, nitrates & ammonia. Anything else?
- I read that some people immediately put their new fish arrivals into their QT at hypo-salinity. Instead of waiting to see if they have ich, they treat it right away. This seems like a good idea to me. Can someone please give me a quick run-down on how to run a QT in hypo-salinity? Like, what salinity level IS hypo?
- How long would I keep the fish in the QT? Would it be okay to transfer the fish to the DT after the typical 3 weeks or so if I didn't see any signs of illness or parasites; or would you keep them in for the full 6 weeks it takes to treat ich?
- Are acclimating procedures different at all to introduce the fish to the hypo-salinity QT? What about acclimating when adding it to the DT?
- If I run the QT on hypo-salinity, should I keep any rock in the tank? Wouldn't that make it dead rock after awhile?
Any other thoughts or advice are greatly welcomed. Thanks in advance!

your best bet is in the disease and treatment forum not to far down the list there are several threads that beth has wrote up and stuck to the top that details everything that you need to know from setting up the tank maintaining it and hypo .

I just used an empty 10 gallon aquarium for a Qt, and kept it empty all the time. Then when i got a new fish i would just use 10 gallons of water from my display tank and just did alot of water changes.
