questions on qt tank

I am planning on doing a small 10 gal qt tank. Ive heard two different opinions about them. My question is: should the qt tank be cycled or not?
If so what would be the quickest way to do it?
I have four damsels cycling my 55 gal fish only tank at the present time. It should be finished shortly. Should I just move one or two of the damsels over or try adding a piece of shrimp or two from the local grocery store to cycle the tank? or would a piece or two of live rock be ok?

i think all your suggestions for cycling would work well. if you tank was more established you could have used some of the subtrate or filter media too to speed things up a bit. i would just fill the 10 gallon with the tank water when doing a water change, after the cycle ofcourse and you can start that way too.
