No most heater require to be mostly submerged and if you are keeping your water level right there are one a few inches in that chamber above the pump. I have this same tank and i have got a little 5-10 gallon heater fully submerged in the 3rd chambers and i use the light by leaving them on 10-12 hours to keep the tank warm.

Breaking out the intermediate grate in a biocube's 1st chamber and putting the heater there has to be the most common mod on these tanks. I personally used a hole saw with an extension to cut out a section for my heater. Pacmanmp is right, it has to be mostly submerged.

I have mine in chamber 3, but I keep my chambers filled all the way. Ignore that max-min line on the side of the tank. Chamber 3 is the only place I had room for it.

Just pop the little grating out of the 1st chamber by pushing on one side of it or use a coat hanger and slide it through one of the slots and pull it up. Real easy and gives you enough room for your heater.
