readings are HIGH!!

IF Nitrites and Nitrates are reading throught the roof, will a partial water change fix this? My fish are suffering and I don't know if I should move them or do the water change. Please help.

Thats the first thing you should do IMO. Although finding the reason is also somthing you should do ASAP. If you have a more stable QT tank it may not be a bad idea to relocate your fish until you have straightend out your problem

I do know what happened and I went ahead and moved the fish. I lost my yellow tang and foxface and both chromis, my clownfish and damsels are still hanging on. The tank did not have a good filter and so a few pieces of rock were dirty. I got brand new lights a better filter system all was good until I decide to socall rinse the few rocks in the water and apparently made everything spike, I am so mad at myself.

My progression of things to do would be:
1) question the test kit on a fresh batch of salt water.
if the test is accurate
2) move your fish to another holding tank. Use the new salt water if you have to.
if you can't move the fish
3) 30%-50% water change to get the nitrites down. that's the killer number to reduce to give the fish some relief.
Sounds like the tank started a cycle. Did you add anything lately, like sand or live rock?

don't beat yourself up too badly, it's a constant learning process that even the most experienced go through. That's one thing that makes this hobby so much fun, you never stop learning. Let the tank cycle now and you now have a QT for the next addition.

It's not fun, it makes me closer to getting an ulcer... (other than my slow PC)

PC problems, car troubles, teenage children and sick fish... in that order. It's hell when they all act up at once.

You might of released alot of die off from rinsing your LR off. Also did you use all new filter media when you bought your new filter? If you didnt have the correct amount of nitrifing bacteria you indeed essentially start another cycle in your tank. IMO

That is exactly what I thought I did, I just wish I would have thought about it BEFORE I did it. It was my son's tank, Boy do I owe him
