I am about to start my SWA, and i would like to know the most accurate/complete test kit to get started? Also, the best value test kit?

"Don't", forget about value. Highest price doesn't always mean highest quality. There have been numerous articles written on test kit comparisons and the conclusion is usally based on "what is your situation". Are you keeping a sensetive reef system or a fish only with live rock. In most studys Salifert scored the highest on "most" of thier tests for accuarcy. However a comprehensive set of tests will be in the $100.00 range. The difference in results with 50% of the other brands was within a range that it minimally signifigant. But, there were also some kits that were, not only inaccurate, but inconsistant as well. Price can be a guide, but not entirly what matters. You have to figure out what your needs are and then do some research on reviews of products. Remeber this. On forums there are two types of people. The ones who talk about what they have and what they do, vs. the ones who talk about what they wish they had and what they would like to do. Since there is no way to verify what equipment it is that they have or use, they can say anything. Use what you read on forums as a guide , and then research yourself and make the RIGHT decision.
