I have red algae covering everything. I try to scoop it up but it just tears apart and regrows. I have also use SAT but it doesn't help. What can I do to stop the problem?

Sounds like Cynobacteria. Its not really an algea, its just a type of bacteria. Try a product called Anti-Red. Dose as recommended and remove any carbon filtration. Also do larger water changes. Question: Are you using tap water or RO water?
well, TAP should be your culprit, but I was getting it with strcitly RO water...
I took my light schedule down by just one hour each (actinics, and day)
it cleared up in 3 days

Try more water flow. Food and poop, will turn into cyno if not removed. A 20% water change every week is also a good idea. Always use R/O water.
I agree that water changes, less feeding, and more water circulation are the trick. Tap water is also HORRIBLE for saltwater tanks. Get an RO machine or start buying bottled distilled water.
No offence to Threed240 at all, but I would shy away from using products like Anti-Red. I would try to correct the problem before trying to correct the aftermath of the problem
