well . . . it depends on what kind of algae it is. If its hard and very difficult to remove, then no . . . its a form of coralline algae.
on the other hand if it comes off if you brush it or blows off in the current, and goes away when the lights go out, then yes its a bad thing. Its cyanobacteria.
