Red Fin Fairy Wrasse question

So my wife and I are new to the hobby and we went from a small 20 gal tank with 2 fish and live rock to now 50 gal tank with more live rock, 1 to 1 1/2 inches of sand with a few crabs, 5 turbo snails 2 clowns, sand sifting goby, and a red fin fairy wrasse.
Recently one of our clowns just died. He wasn't eating when presented with shrimp or flakes which is odd because the other goes to town. We decided to add a red wrasse to have something that swam around with him and added color to the tank. We've had him for 2 weeks now and the clown is the only one that swims around. The wrasse hides like its his job and sits on the bottom. I've seen him eat but he acts so weird. I literally have to touch him before he will move around and if it wasn't for his eyes moving one would think he's dead. I don't understand why he isn't swimming around. I had read they sleep and hide under things but this guy doesn't move ever it seems except for when we first got him for few days.
Our tank is very tall so there plenty of vertical space for him and the clown to swim around and I have a single Hydor Koralia Nano pump to allow water flow. All the levels are on par but for the life of me I can't figure out what is the deal. She and I want some fish that can be for the most part active and so we can view them as they happily swim around. Can anyone give me some ideas or tips that might be able to allow us to reach this goal?

How new is this fish? This wrasse should be an active swimmer around the bottom reaches of the tank.

We have had him for about 2 weeks now. He's literally sitting on the bottom right now at about 15 degree angle just watching us.. his eyes moving around watching everything. He's not really moving his mouth, but his fins spread as wide as can be. Very odd. Makes you think he's going to kick the bucket but he then just hauls ass if you reach down and touch him. In the shop he was all over the place and moving. I'm completely lost.
