Red matter on a new tank

Hi everyone

I am looking to buy this tank and it currently looks like this. Any ideas if this 'live rock' can be saved, and if the tank can be cleaned up? Or should I start over?

It's either coralline or cyano (most likely). You should have no problems getting that tank looking fresh again.
