Red Slime Alage Problem

I've had my tank for 4 years. I recently changed my lighting system and since then I've had so much red algae, it covers everything. I tried the slime remover and it worked temporarily but it came back. Its disgusting.
I have good water flow, 3 powerheads in the tank. I've done water changes and cleaned it but it comes back, kind of like an epidemic. Any ideas?
Could it be that I'm using tap water?

What kind of lighting did you add? What size tank? What are your test kits saying? I'm gonna go ahead and say that tap water is a major contributor to the problem. I know when I lived in columbus the tap water was super high is Phosphates and nitrates.

+1 to tap water being your bandit. I swapped from tap to distilled water ( 80 cents for a gallon, grab 1-2 a week) from the grocery store. Havent seen the ugly slime stuff since.
