Reef package or Cleanup crew? and 1st Fish

What is the difference? Do I need this with FOWLR? Do they take special lighting?
55 gal Tank
Will this work or what would you recommend.
Scarlet Hermit Crab: 10
Blueleg Hermit Crab: 10
Nasssarius Snail: 10
Brittle Starfish - 1
Coral Banded Shrimp: 1
Emerald Crab: 3
Turbo/Astrea Snail: 20
Cleaner Clam: 2
Fish
Clown
Are flame Hawk fish ok
Lemon Peel angel.

If the tank has just finished its cycle, I would hold off on the shrimp & brittle star. First fish should be the clown. Wait a few weeks then add other fish. weeks apart. No special lighting required with posted list.

I second that, and as far as the shrimp, I'd personally skip the coral banded shrimp and go for a cleaner. Coral banded shrimp are a bit too aggressive and will likely chase down your fish from time to time, and could be a problem if you want to add other types of shrimp in the future.
