Can I make my own reflector for retrofit vhos to put at the top of my canopy?

Why not?
I've made them out of galvanized flashing, roll aluminum, even foil. They aren't efficient by any measure, but they certainly were cheap.
T12 VHO lamps usually have an internal reflector which means that even simply painting the inside of the canopy white will do the job for the most part.

I knew they had the internal reflectors but I just want to add that little extra.. so aluminum foil? really?

You can buy 24"x24" flat bendable polished aluminum reflectors for $29

Slicing a length of 3" PVC pipe in half supposedly makes a nice reflector if you have room but realistically with internal reflectors painting the canopy white is probably as effective as anything.
