Refuge... Kinda (need advise)

I have a Whisper 30 over the back filter I use with only a sponge, no charcoal in it to help trap cat hair, dust, rouge junk that finds its way into my tank one way or another...... for the last few water changes I have noticed a withe milky substance at the bottom of the filter chamber.... however in this last change I also noticed some (not many) pods seemed to be lovin this area.... usually I dump it out, but i decided to leave it in this time, but I still wonder what this might be and is it harmful to my tank?
also I was thinking of slowing the flow of water through the filter, cutting a hole in the top, adding some small halogen flashlight bulbs hooked to a power supply, putting sand in the bottom of the filter area and a little rock... and just see if the pods would stay/grow... does anyone see this working, or just a crazy idea I had wile working at RadioShack???

Man I envy you. My emporer filter just crashed on me. (the pump quit).
I had no filte/sand/or anything else in there except a sponge (real big pores/holes) that filled the left half of the body. I NEVER removed the sponge.
Awesome place for pods and sponges to GROW IN THE DARK!!!
When the filter died I did not realize that it was not working for several days. Obviously it went stagnent and I removed all the water (threw it away) and everything in there was dead.
I had a 1/4 inch of dead pods floating in the filter... I had 1/2 inch of dead pods, limpets, chitons, various snails (some I didn't know I had), feather dusters, etc on the bottom. ALSO I foundalot of sponges. My tank had gone crazy with wild sponges and I think they were breeding here and in my mag 350 (water speed slowed). The 2 large one s were ball shaped and larger than a quarter EACH! 1 was bright blue (bummed it is dead) that has spread to 5 different colonies in my tank, and the 2nd was plain white.
IMO just keep the lid on it, place a piece of sponge in there for things to hold onto and let 'er rip.
I have heard of people taking the lid off and lighting it as a small hang-on-'fuge. But I like having this dark secure cave for things to grow in. Not much other places for things to grow in the dark.
