Would a 60w bulb with a clamp on light be enough for growing macroalgae?

I think a lot of folks use the CF twist style bulbs. In the 23 watt range. They are equal to 100 watts. Get the daylight style, they should be in the 5-6000K relm. I am sure others use bigger lights too.
If I were in your shoes, with your sump/refuge. That is the bulb I would use.

I also wanted to know the type of flow that spaghetti algae needs to grow and what I need to do to keep it alive. Ive been having trouble with that.
