refugium or sump help please

what is the difference first?what do you put in them? i was given something like sea weed or grassey stuff not sure of name to combat phosphates etc and have it in basket in tank. was told if i start a refuge or sump it would grow in there as well. someone please help me figure out what is what and maybe i will better understand the two.i have a 55 gallon tank with fish and rock. 20lbs live and just put in 50lbs base rock. will eventually get soft coral. not sure if i need sump or refuge?

they are basiclly the sam thing.the seaweed stuff is micro alge and it help with filtering I run a 55gl reef with some fish and I am running a fuge/sump with micro alge for filtration and things have not looked better.
