Refugium or sump

Right now Im in the process of making a 25 gal FOWLR which I might go to reef instead. Anyway what should i do I want to keep the refugium/sump under the aquarium in the stand.....which would be the most beneficial? Also what kinda of retrofit kit would you recommend for an Eclipse hood?

For a 25 gal, i would recomend, the BIGGEST sump you can, and maybe divide it, have a pump, heater, skimmer on one side, and on the other make your refugium, add 4" of LS and some LR and lots of macroalgae
