In a nutshell a reugium is a place where critters can grow without predation. This could be copepods (sp), amphipods, algae, etc, or any combination of the above. They are often part of a sump but can a hang on unit such as CPR sells.
Often the bio material is removed from a sump/wet-dry filter this area then becomes a refugium, where a sand bed is setup and algea etc is allowed to grow. The algea can be harvested from time to time and allows excess nutrients to be removed (nitrates,phosphates, etc).
Details and setup are as varied as everything else in this hobby.
