remora not producing enough bubbles

i just got a used aqua c remora and not matte what i do it cant produce a decent amount of bubbles. for anyone that owns one im talking about the first L shaped "baffle" in the skimmer that has the hole for the spray injector to shoot through. the diagram shows that the water level is under the L allowing for greater surface contact, hence better/more bubbles. my water level is inside this baffle and is causing the injector to not be efficient enough. any ideas? thanks.

if you take the cup out and look down in the top you will see a screw, loosen it up and it should help. My skimmers stop making as much foam when my water is cleaner so maybe it's a good sine
