replacement bulb length??

Ok I have a odyssea 48" metal halide and power compact light set up. I am going to replace the bulbs. I went ahead and ordered the double ended 10K halides. I am unsure of the PC bulbs though. I want to get actinic and I need 4x65 watt. I am seeing them on line but the measurement for the bulbs is 23.5 inches. I measured mine and they are 21.5 Am I looking at the wrong thing? Or am I measuring wrong? confused??

You include the base and pins?
Most important is the wattage and pin configuration matching. The actual bulbs length can vary slightly from manufac to manufac.
