Did you make your brother buy you a new tank or take the wheels off the kids bicycle? WTF is wrong that kid.
are you doing only fish or would you like corals? If it was used with freshwater id just rinse it out with water. Take a sponge with no soap and just scrub any loose dirt and grim if any is present.
I would put about 60 pounds of live rock in it and have a 2 to 3 inch sand bed of live sand not crushed coral.
Before anything paint the back blue or black. A bare back is hideous.

Get a Yellow Tang, and a snowflake Eel! haha
I'd go for the Blue hippo tang and yellow, and maybe a few gobys if you want a peaceful community.
If aggreisve get a fuzzy dwarf lionfish and some Eels.

The hippo and yellow get way to big for that tank. You already have clowns and a few corals. Might as well stay peaceful. Shrimp goby of any kind with a pistol shrimp. They are really neat. Six line wrasse. A blenny or two. Bi color are neat. Royal Gramma. Couple inverts like shrimp and coral safe crab. Colorful active tank.

shrimp goby with a pistol shrimp is just a neat thing to watch. Its funny to watch a shrimp dig a hole for a fish while the fish watches. They are just a cool team.
Im not a coral guy. I have a nano and bought more powerful bulb. That is reef question. How are you keeping the anenome alive right now?
There is a person in the nano section who has a eel in his tank with lots of corals. If you are going to have smaller fish I would vote against the eel.

Also I wouldn't recommend any tangs for a tank that small. Check out some of the nicer looking wrasses such as the McCoskers, Fairy, and a few others.
As for the lighting 12 watts per gallon really depends on what type of light. If it is halides or t-5's then probably yes, but pc's I don't think you can ever have too much pc's.

I think you should add a yellow-headed sleeper goby. They are just the coolest fish to watch. That would be my two cents
