ok i just bought a 75 gal used tank. they had fresh water tank with live rock and ls .
1 is it still live rock and sand?
2 is there a way to revieve it?
3 i heard that if i add ls from lfs that the might work??
4 do i need to put in in water tonight??
5 any suggestion greatly needed

Fresh water is different than salt water. Maybe you mean a fish only tank w/ live rock and live sand? If so, yes you can add a handfull of sand from another tank to jump start it.
Yes I would add water (salt water) ASAP.

If the rock is all brown or cream colored its dead. If it was in "fresh" water then there is nothing on the rock or in the sand.
All you need is a good piece of fresh live rock(i'd say a good 5-10 lb piece) and a couple months and it will all spread to the rest of your tank. I would suggest setting up the tank as soon as possible and getting water in it.

dukenay welcome to the board.
1 it is not live any more
2 reseed it with new liverock and livesand
3 it can but see if there is any other local reefers around you
4 know if your rock was in FW it is not live anymore
5 ask alot of stuff here and if you ask at your lfs re-ask here and take your time the only things that happen fast in SW are bad things you can let us know what setup you wont reef - FO (fish only) FOWLR fish only with live rock and then we can give you more help.
