rookie shrimp cycle question

ok i just read the post about just started tank today.. and i have live starter sand and a wet dry filter i put my 2 shrimp in wed and still my ammonia is .25 (I also added water through a garden hose) and wont go up do i need to turn off my filter or just leave the shrimp there til something happens?? or should i add fish?? my main question is after 4 and half days is this normal??

Yes. The shrimp will take a little while to rot. If you can smell it coming off the water then take the shrimp out or if the water gets cloudy. Wait another day or two. And yes keep the filter going. You need to araete the water.
