rust in aquariums, skimmer problem

The screws on the lid of my DT have rusted and keep dripping rust into the water, can this rust at all harm the fish?
Also, recently,my skimmer has been playing up abit after I added sand to the DT, firstly it kept skimming out lots of water, then stopped skimming of anything altogether, so I took it apart and cleaned it, returned it and it started skimming out lots of water again then finally settled down, except it's not skimming any dirt, just clean bubbles, its also blowing alot of bubbles with the water into the DT. Any idea how to fix it?

Yes rust can hurt fish or corals.I would remove the

and find new ones that are harder to rust.
I would cut down the water flow in your skimmer and add more air to it .

Thanks for the input, now I have another question, how do I cut down the waterflow and increase the air input? I accidently threw out the instruction manual dat came with my skimmer.

You should have a water valve on your skimmer's input that can be used to reduce the water flow. The air hose should also have a valve or adjustment.
BTW... get stainless steel screws. They shouldn't rust. I use all stainless steel hardware in my canopies.
