What would be a good salt level for a FOWLR? Mine is 1.021. Is that a little too low?

For a FOWLR yup, thats ok. FOWLR readings are ok in this range: 1.020-1.025

yes i would say its a little low... bring it up to .023-.024 and you should be fine

I keep all of my tanks, FOWLR or reef at 1.025.

as long as you don't have stars or snails (may also other inverts). You're fine for FO. I kept mine at 1.023, mainly so that when water evaborted, it wouldn't go too low...

Personally, I think anywhere between 1.021 and 1.024 is acceptable. If your fish are doing fine and there aren't any sudden changes in salinity, I think that level is fine. Just remember when adding fish that they may be at a level a little higher than that, so be prepared to acclimate properly.
