Sand and Rock in Hawaii

I live in Hawaii. Is it reasonable to think I can get sand and rock from beach to start my 150 gallon tank? What am I looking at $ to get this thing started (fish only) minus cost of fish? Thanks!

You may want to review the local laws regarding taking rock. I wouldn't think taking sand would be an issue but it would be worth making sure.

The economy in Hawaii is much different than here because most companies charge a LOT more to ship there. So, it would be difficult to estimate a cost.
