how long should i wait for the sand cloud in a new tank to go away before considering the possibility of bad sand? (120 lbs of sand).

What else do you have in the tank? The sand will blow around until it is coated with bacteria. A single uncured live rock will solve the problem in less than a week.

Need some more info, but if you just dumped it in, usually it clears up within 1-3 days. Is this new? Do you have anything in there moving the water?

i just have a HOB carbon filter and heater. my fish are in a bare bottom tank w/ my skimmer and PH's, and LR. Should i put a PH in there too?

Not necessary right away, but I would put some of that lr in the new tank as Bang was indicating.
