Sand Rinsing

I have 100lb's of dry araganite sand I need to rinse before putting it in my new tank. Does anyone have any suggestions on the best way to rinse it.
Also should I use regular tap water to rinse it or should I use RO/DI water.
If tap is recommended should I let it completely dry before putting it in.
The water in my tank is RO/DI.

is the water in your tank already???if so there is going to be a sand storm in there...put the sand in there first and then use a plate or something to set on the sand and then put the water in there

unfortunately the water is already in the tank. I know I am in for a mess when I put the sand in. I guess I should turn all the pumps off until it settles. Does that sound right?
