We purchased a scooter aabout 6 weeks ago. He seemed to be eating fine now he is super thin. We do have quite a bit of algea. Is this preventing it from eating? He's raking a bit of frozen brine shrimp by hand but we have a ton of copepods.

Just keep feeding frozen. There primarily pod eaters. But keep up frozen try mysis

Brine has little nutritional value, so a diet of just that would account for the wasting. Take jay's suggestion and start feeding high quality Mysis. Soak it in Zoecon or Selcon daily. Add additional foods, including algae. Most tanks do not have sufficient alage needed to feed fish population. Variety to diet is key. Feed twice a day.
