Have you adjusted how much air is coming in? Does it look like a tornado of bubbles?

This skimmer is notorious: but there are a couple things here that could be your oversight.
However, we need to know what the state of your tank is, stock list, parameters, and so forth. For all we know, you could have a tank with just water and a skimmer... in which case there would be nothing to generate stuff for it to skim. I very much doubt that's your situation: but the point is we don't know, so it's hard to figure out what your particular problem/solution is.
When this skimmer "works" you will see a rush of bubbles in the very bottom going around in a circle that translates into a tight tornado coming out the thinnest innermost pipe. This will then make the top section of the reaction chamber (the part below the black plastic) fairly white and opaque. You should start to see bunches of bubbles blown up periodically through the collection cup pipe, and then some gathering around the top of the cup and tumbling down. You may have already known all this.
I would definately play with the air intake. Many people have suggested getting a better air pressure regulator. There are also mods to improve its performance: just search for them. However, even unmodified, you should still be seeing SOME skimmate. I think we just need more details to figure out what the issue is.
