I'd go with dwarfs but only if you can devote a lot of time to them. Because they need to be feed 12 hour brine shrimp twice a day, they don't need any live rock or live sand as you can imange they don't need much filter action. They also breed easly and you should keep up to 20 to a tank. Oh and when they say dwarf they mean dwarf.

As already stated, do TONS of research before getting seahorses, especially dwarfs. You have to hatch brine shrimp for them daily.

They definitely need a filter, but they have too have low flow in the tank.

An eel is also not suitable.
Smaller tanks are actually relatively more difficult to care for than larger tanks. And not many fish are suitable in general. Those that are (eg the dwarf seahorses) require an experienced hobbyist, IMO. Seastars and relatives need very pristine and constant water quality which is difficult to keep in smaller tanks.

Realy look into dwarf seahorse. I have heard they are a challange but you can keep alot of them and they are not extreamly expensive. I would say no on the sea stars and no on the eel also. An eel would get way to big.
