seahorses with jawfish?

is it possible to keep a jawfish with seahorse? i have 3 seahorses in there now and its a 29 gallon tank. the seahorses are about 3 inches now when they are fully stretched out.

jawfish are very peaceful and will be fine, however they need at least 4-5 inches of substrate, so a 29g biocube is a bit small for so much substrate but i suppose it can be done

can it be done with about only 1 inch? although theres plenty of little caves and hiding spots in the rock but do you need sand? and would a similar gobie or blennie be better?

they use the substrate to live in and make tunnels, also it needs be have little shells and rocks and all sorts of things they can build with
