seed LS in bucket or in tank?

I've researched the change from CC to LS quite a bit. I still have a couple of questions though. The tank I'm switching is a 30 gallon with a Long Tentacle Anenome, saddleback clown, and Arc-Eye hawk.
I purchased Southdown and it is in buckets of saltwater. It's been there about 2 weeks. I have a few cups of LS and I am unsure if I should add the Southdown to the tank and then pour the LS on top. OR....Add the LS to the Southdown curing in the buckets, allow to seed and then add to tank?
Also, should I move my livestock into my 55 (only has Flourescent lights) to allow the tank to settle (and possibly re-cycle) or take my chances with a quick switch (ie. fish in buckets)?
Any help would be appreciated.
