serious algae

I have a no kidding algea breeding tank. It's 30g reef w/CSL moonlight, which is 2X65W, and I keep that on for a normal dusk/day/dawn setup. I've tried using a carbon/phosephate soaking material in my filter changed every week for a month or so, and I've been doing 7g (25%) water changes every week for a few months now. I've tried cutting down on the light, almost to the point of not having a tank at all. (and no one wants to hear turn off your lights!) I have about 7-10 blue leg hermits roaming around, and a small reef star, and am considering getting a blenny and snails, but I need a serious fix. I have to physically scrub my rocks with a toothbrush, gravel vac, and scrape the glass every week. Not to mention use my magnet every day. Any no b/s ideas?

I use catalina water for water changes. And to top off from evap, use RO from a water store.

My tests all seem ok. ph-8.2, SG- a little high right now, I need to add some water, 1.027, and all others are about zero. I have always had an algea problem, and my nitrates always tests zero. My tank has been running since November last year. I use an Ehiem canister filter, and I have a Rio 800. I do not have a skimmer yet, but plan to. I do have some corals (frogspawn, polyps, xenia) but they have been doing extremely well with lots of growth. My weekly water changes keep them happy without a skimmer for now. I also have a mineral "Sea Lab 28" tablet in the tank at all times, usually depletes once a week. oh, I also have a CSL 9W UV going all the time. The algae is film on the glass, and tons of hair on substrate and rocks.
