Serpent Star ?

IMO.....Yes. I know someone who has 2 in a 29 gallon. I know alot of people say that's to small for them,but they're doing fine.

Absolutely that is fine. Brittlestars (aka serpentstars) often live very close under rocks and things in the wild. You may find dozens of them under a good rock. So it is not a problem at all (even in a 29), just be sure to keep them both fed.
I had 5 in a 15 and 3 in an 8, and had to search hard to find them a lot of the time.
