Settin' up 4 a friend

Well, i'm settin' up a tank 4 a friend i told him i'd giv'em my 30gallon so, uhh, will a hang-on-back filter do all he wants is a FOWLR so what kind of set ups did you people do (you know no no so expensive ones :rolleyes: )
Please give stats.

About $270 to start the tank up
The lighting that you get with the aquarium is fine for a fowlr and a skimmer is optional, but recommended especially for reefs.

some other things you may need:
heater = $10-20
thermometer = $2-10 (go digital it is cool!)
hydrometer = $10 (need to measure salinity)
lights? = $40-50 for NO ballasts and bulbs (i think never bought them) if you don't have those
test kits = $60 for a good master kit $10-20 for the basics (NH3, trate & trite & PH)
then always budget another $50 for miscellaneous expenses so there are no surprises :)
if you start with nothing then it is hard IMO to get a tank going for less then $400-500... the initial costs are just so expensive. The tank is the cheapest part! :) :)
