I would say no on that. I have researched everywhere to see whether or not I could paint my shells and I have only ever heard of regular unpainted shells being okay. The only marine safe paint I have seen is marine paint, used to paint boats. But that doesn't mean that it won't leach and kill other fish or it might make that crab sick from being in such close contact with it? I would not risk my other fish's lives...
There are many many more ways to add color to a tank.
