Should I keep him???

I have a fiji Damsel who seems to be sick. It was just fine until a day or so ago. It seems he's got infected and I dont want him to infect the rest of my fish. He's doing good though and I dont want to let him go if he is not infected. I'm attaching a pic of him so you can hopefully tell me what you think. Help greatly appreciated. Thank you.

He is definately sick. The pic is a blury so it is difficult to tell specifics. Looks like raised scales in some areas, and then the vent is infected.
Is this fish in a QT?
