i think my clown is sick because he's only staying in one in the tank(a corner) and has white dots on him on 2 of his white strips. One of the strips also looks like it's pealing alittle so what should i do for the fish? I don't have a GT ready yet either? Would putting it in fresh water for a few mintues be good?

Take a look at the Diseased Fish thread and the clowns with brooklynella. Is that what you are seeing? If so, proceed over to the FAQ Thread and read the post on formalin bathes.

Use a 37% formaldehyde solution [brand name Formalin which is sold in the hobby] at 20 drops for each gal of water.
When it says this does it mean 20 drops per galleon of the container your using or 20 drops per galleon of your tank? And should i use at least a 1 galleon container?

You should only use formalin as a "bathe". This means get a small container, like a gal bucket [deadicated] for instance, and fill with water from your tank. Dose the bucket, aerated with water with an airstone. Measure the water out so you know exactly how much water is going in to the container. Then procede to dose.
Never use formalin in the display or QT. Fish should not be exposed to this medication long-term. You must treat quickly as brook is deadly.
