Sick flagfin angel

I got this flagfin about a month ago, and he looked pretty good when I got him. Now over the past 2 weeks he's been developing a whitish glaze over one of his eyes. Now, it's totally covered the eye, and it also looks like it has a bloody spot on the bottom where he may have tried to scrape it off.
It's a newer tank, like 2-3 months old. 37gal high with a percula clown, lawnmower blenny (also sick, he just wont eat) and a pseudochromis. Also a cleaner shrimp and 10 hermits and 10 turbos. All parameters are testing good. I just did a 25% water change last week and also added an alkalinity buffer powder which the LFS said would help.
I have a DSB and about 50lb LR.
Does anyone have any ideas? I also do not have a QT tank.

Well, you've really got too many fish for your size tank, and, tangs just are not going to do well in that size tank...especially a tank that's just resently been set up.
Do you have a QT? How is the fish eating and swiming?

Well, I went by what the LFS said. They actually said I could get more, but from reading this board, I knew not to overload. I do not have a QT, but the fish has been eating and swimming find. WHen I first put the cleaner shrimp in there, the flagfin was always getting cleaned. Not so much the case anymore.
I am thinking I should so another big water change at the end of the week. Also I maybe should feed some garlic. Not really sure about how to feed garlic. From reading, seems to just go get the already ground up stuff from the grocery store and mix with regular food. But he does eat. He eats whatever I put in the tank. I switch from frozen brine to this omnivore stuff that has greens and other seafoods. Its also frozen.
Any other ideas?
