Sick Harlequin Tuskfish...help!

I have a week old that was doing just fine. It the last day or so, he has been moving a little slower. Now he is point toward the top of the tank next to my heater which is off and breathing fairly heavily. Please help!

Unfortunetley now all I can get is a lesson of what I need to know for next time. I watched Buster sudden rip aross the tank
upside down gills flared and mouth wide open, knowing he was suffocating then died. At least that is what I could tell. I have three damsels 25lbs of live sand to start and cycled the tank for 6 weeks. Every week I have the water tested by my local pet shop.
They said I was ready to add a couple of nicer fish, but that was it
for risk of overcrowding of course. Salinity 1.0205. Temp average of 80 . The porkfish and harelquin I picked up a week ago were in the same tank together for a few weeks eating well and doing fine with each other. I fed the those two fozen squid and the rest flakes. As was
well for about 8 days until the tusk was getting a little clear slime on his tail (air bubbles sticking to it). No spots or abraisions on any of the fish. The rest are doing fine. though Porky is missing his friend searching the tank high and low for him.
30 tall tank
15lbs live rock
Damsels
2 dominoes 2"
1 lighting 2"
1 porkfish 2.5 in"
Had 1 Harlequin 4.75"
150gph powerhead
Aquaclear 200 filter
30" 50/50 lighting

I appreciate the information. I was trying to be patient with everything, but I guess I definately made a beginner mistake about the bioload. The salinity is at 1.205. Since the aggressor is
now history would adding invertabretes be too much just with the damsels? I understand I need a much larger tank for better expectations, but I need to make do what what I have.
