Sick JawFish

He is just hanging out at the top of the tank, hasnt eaten in 3 days now. His back fin is off but no real agrresive fish in the tank. There are some weird white dots that appeared stuck on the glass. Dont know if that has anything to do with it. Doesnt look like ick although I have put in some ick stuff just in case. It might be turbo snail eggs, not sure

Yes he shows redness. Had him about 6 months. No Live Rock, 4 inch CC substrate but about 6 inches where his burrow was.
Other fish are:
1 coral catfish
1 goby
1 other jawfish
3 green chromi's
He is still near top of tank, I feel so bad for him and dont know what to do. Looks like he wants air or something.

I dont have a quarentine tank. What else can I do? They shared a burrow on occasion but usually not. The other jawfish seems fine. I need to order an anti-biotic, any good ones?
