This might be a dumb question....Is silica good or bad for your tank? What is it and what can it do?

It won't hurt the tank, but it doesn't really help it...
Calcerous media like Aragonite or Crushed Coral help buffer the water and maintain calcium levels. They help make the tank more stable.
Silica sand doesn't do this. Silica sand won't however, harm the tank in and of itself.

I am looking for proof my memory isnt to good but something about the silicates feed diatoms I'll be back with more

cheap silica sand may contain some soluble silica impurities, like feldspar that can leach silicic acid (silicates) into the tank promoting diatom blooms.
high quality silica sand is NON soluble and will not alter water chemistry.
unfortunatly silica sand is sharp and not the best environment for lots of benificial critters and can in fact be harmfull to sand dwelling/sifting creatures.
