Size of QT tank?

I currently have at 125 gal SW set up. I am currently setting up a quarantine tank. I'm gonna set up a 20 gallon. Is that big enough. Will the new fish I buy survive in that small of a tank for 2-3 weeks? Also all I need in this tank is a heater, filter & that's it? If I use a filter from an established tank--how long can I expect the tank to cycle. Do I put anything in the bottom of the tank?

What I have put in my 20 gal Q tank is this. Water filter, small powerhead, heater, good size peice of live rock, and a couple of 1 inch small cut PVC for hiding places for new fish. I would not put anything like sand or anything on the bottom. I have done this for a year and everything I have put in there for two weeks then moved to my main tank everything is still alive and looks well.

Is a powerhead necessary if I have a hang on back aquaclear 500 filter running? I'm trying to reduce cost here. I guess I have to have it up and running at all times too even when there is no fish in it?

it might be a little small 4 the tang but it would be OK the gobies and blennys should be fine not sure on the other fish tho

I think you'll be ok with a 20. Just try to get your tangs small. If you put any live rock in it, take it out if you have to treat the tank or do hypo. Some PVC will suffice.
