skimmer and return pump next to each other?

my skimmer pump and return pump are right next to each other...my skimmer doesnt look like it is working very well right now, could i be that it doesnt have nything to skim right now or is it that the return pump is sucking all the ater away from the skimmer pump?
it shouldnt make a difference right?

id scoot the return as far away from the skimmer as possible..that way the water has just a bit longer to be sucked up and skimmed before it goes back to the tank

my skimer is practically touching my return pump due to space issues in the sump but it is working fine and never wasnt.
