skimmer in the sump

been reserching skimmers, where does the water level need to be for skimmers to work in the sump, can't find this information anywhere on the web,almost have the mind set on the berlin turbo by red sea. if anyone has one of these, how do you like it.

If you use a berlin as I do, Your water level does not matter as long as it is above your pump intake and your outflow is above the water line..

I'm using turboflotor 1000 in my sump. First time I put it in there was too much wet foam so I adjust the two knobs on it. What brand do u use?
