does anyone ever take there hang on skimmer down and clean it, not just the tap part but the hole skimmer.

All skimmers should be cleaned about once a month...

I have a Berlin hang-on skimmer and I take it out and clean it every 3-4 weeks. Make sure you only use water and never any cleaning solutions. If your skimmer has an airstone powering it, you should change that about every 2 months to maximize performance.
