IMO yes, and I believe running your skimmer 24/7 makes it operate more efficiently, or at least it does with my skimmer. If I shut my skimmer down for more than an hour or so it takes a couple of hours to start skimming again and I believe it is because the film that coats the inside of the skimmer tower dries out while the skimmer is off, and it takes the skimmer awhile to reestablish the coating again after you restart the skimmer.
